Using flannel blankets as the painting surface, Boyer combined elements of historical Northern Plains design with personal symbology and contemporary references. His series of "blanket statements" are politically-charged images that comment on Indigenous History in Canada addressing colonialism, environmental destruction and Aboriginal culture. The Saskatchewan government first created a provincial sales tax in 1937. Until the late 1990's it was referred to as the "E & H tax" because the province used the funds raised this way to pay for education and health
